Which world you are exploring
Explorer is one screen over several entity worlds. The bar above the columns names the world and the scope. In a tenant (Records in the menu) it opens over the tenant's records. At the platform and at an account (Records in the menu too) it opens over the metadata model: the entities, fields, relation definitions, relation types and data types that describe the records, each shown as a record of its own.
Explore: in the bar lists the other worlds of the scope you are in. In a tenant: Records, Metadata model (what of the model reaches the tenant: its own definitions and the ones the platform and its account share with it), Imported sheets (a sheet uploaded through the import path, as it arrived) and Governance (roles, teams, capabilities). At the platform or an account: Metadata model and Governance. Records and imported sheets live in a tenant, so switch the console to a tenant to see them.
Every world is read through the same checks on the server: the tenant is the one you are signed in to, the key is decided at the scope you are in (record.read for records and imported sheets, metadata.read for the metadata model, and for governance each column's own key: role.read, team.read, capability.read), and each page is bounded. Without the key, the page says which one you need and who can grant it.
